A huge development of condominiums, shops, restaurants and offices next to Gulfstream Park got the green light today.
Hallandale Beach commissioners voted 4-1 to approve plans for the Village at Gulfstream Park, a 60-acre development.
''We're going to move forward,'' said Commissioner Dorothy Ross. ``The result will be new housing, new jobs and a new Hallandale Beach.''
The Village at Gulfstream Park is slated to be built over 15 years, with developer Forest City Enterprises hoping to break ground by next June.
The first phase of the development will have about 70 shops and restaurants.
In all, the developer, Forest City, plans 1,500 condos, 750,000 square feet of retail space, 140,000 square feet of office space, a 500-room hotel and 2,500 movie seats.
The racetrack will soon begin operating Vegas-style slot machines, thanks to a referendum that passed in 2005.
Commissioner Bill Julian voted against the project, citing concerns about the city's water and sewer infrastructure and traffic.
A city-commissioned traffic study to help determine how many cars city roads can handle won't be ready until February, and he said he couldn't vote for the project without that.
''In my opinion, it is irresponsible of me to approve a major development until this traffic study is completed,'' Julian said.
Monday's vote on five items related to the project, including zoning changes, marked the culmination of months of negotiations between the city and developer to address how the development would impact the city.
''Staff worked thousands of hours to make sure concerns about the quality of life of our residents are met,'' said City Manager Mike Good.
Commissioners also approved a development agreement for the project to address local concerns like traffic improvements, affordable housing and financing.
The developer will build 225 units of affordable/workforce housing before the completion of the project; design and construct an on-site sewer lift station; and build a pedestrian bridge across Federal Highway.
Forest City will also contribute $2 million to Broward County schools, $3 million to establish a transit station in Hallandale Beach and $8 million of physical and traffic improvements.
''What we're doing together is something we're all going to be very proud of,'' said Will Voegele, Forest City's regional development director. A number of residents voiced support for the project.
''We really need this meeting place,'' said resident Susan Lewis, who is also a Realtor. ``We need to have a place to come and have dinner and not have to go to Hollywood or Aventura.''
Dan Adkins, vice president of nearby Mardi Gras Racetrack & Gaming Center, also asked the commission to approve the project. ''No one is more impacted by this development than I, and I am here to support it,'' he said.
Developer Micky Biss, who owns property near the site, made his objections known in a 30-minute speech, saying the project violates city code and state statuteS, and then protested during each of the five public hearings on the development. ''It seems you have made a mockery of this,'' said Biss, who is currently in litigation with Hallandale Beach over unrelated matters. ``It seems you first wanted to make the decision and then do the deliberation.''
